An Overview of Project Labor Agreements in Southern Nevada
PLA = A better way to conduct business.
Project Labor Agreements (PLAs) have been
around since WWI and are becoming increasingly more popular
when constructing major projects. PLAs are arguably the most
important change in labor – management relations in the
construction industry in recent years. While most private
projects of any size have been constructed under PLAs for
years, approximately 25% of the tax dollars spent on public
works projects are currently handled by PLAs. Nevada public
agencies currently using PLAs include the Southern Nevada
Water Authority, Clark County’s McCarran Airport, Nevada
Test Site and the Las Vegas Visitors and Convention
Authority. The Hoover Dam was built using an early form of a
PLA. Another local government project using a cooperative
agreement was the $57 million dollar Clark County Government
Center which was brought in on time and under budget, much
to everyone’s surprise.
Local private projects benefiting from PLAs include the
Mandalay Bay, Paris Hotel and Casino, Apex Generation
Station, Gold Strike, Aladdin, Turnberry Place and the
Venetian-Palazzo Hotel/Casino Tower project.
